The Public Works & Engineering Department has outlined the requirements for certain permits in the documents below.
Address Assignment

Address Assignment
Required: Whenever an address is being changed or assigned.
Fee: $406.00 per address

Encroachment Permit
Encroachment Permit
Required: Anytime work is being performed in the public right-of-way with the exception of landscaping and maintenance of the parkway.
Fee: Varies per fee schedule
Final Maps
Required: When subdividing land and for the establishment of condominiums.
Fee:
- Final Parcel Map = Deposit of $4,513.00
- Final Tract Map = Deposit of $6,874.00
- Map checking is on a time & materials basis
Grading
Grading
Required:
- When an excavation exceeds twenty-five (25) cubic yards on any one site and which is more than one (1) foot in vertical depth; or
- When a fill more than one (1) foot in depth is placed on natural grade with a slope steeper than five horizontal to one vertical (5:1); or
- When there is fill more than three (3) feet in depth, intended to support structures or mobile homes; or
- When surface paving of any kind exceeds three thousand (3000) square feet; or
- When an existing watercourse, channel, or revetment is altered by excavating, or placing fill, rock protection or structural improvements.

Required: Installation of new storm drains, sewer/water lines, street improvements, etc.

Lot Line Adjustment
Lot Line Adjustment
Required: Per Subdivision Map Act 66412(d): A lot line adjustment between four or fewer existing adjoining parcels, where the land taken from one parcel is added to an adjoining parcel, and where a greater number of parcels than originally existed is not thereby created, if the lot line adjustment is approved by the local agency, or advisory agency.
The lot line adjustment shall be reflected in a deed, which shall be recorded. No record of survey shall be required for a lot line adjustment unless required by Section 8762 of the Business and Professions Code. A local agency shall approve or disapprove a lot line adjustment pursuant to the Permit Streamlining Act.
Fee:
- Deposit of $1,952

BMP Reports
Go to www.casqa.org and visit their Construction page. Also, certain projects will require a Water Quality Management Plan (WQMP). If you have obtained a Site Development Permit or Coastal Development Permit from the Planning Department, you should review the Conditions of Approval to confirm this requirement.
