Online Permitting and Plan Review

1. START HERE:

All building permit applications are submitted online through the eTRAKit Permit Portal.  Solar permits are submitted separately through Symbium

2. LOCKED OUT OR CAN'T GET IN?  Most access issues are easy to fix:

  • Go to the eTRAKiT portal and click "Forgot Password" (top right).
  • Contractors: choose "Contractor," enter your email, and click "Reset Password." Your State License Number is both your username and your entity number.
  • Didn't get a reset email, or your email isn't recognized? See the (PDF, 207KB)Create Your Account Guide(PDF, 207KB), or call Eve Cuddihy at (949) 248-3564, and we'll help you get in.

3. CREATE  YOUR ACCOUNT  Choose the path that fits you:

  • Contractors: register or reset your password using your State License Number.
  • Homeowners and everyone else: use Public Registration.

4. SUBMIT AN APPLICATION Once you're logged in:

  1. Select "Apply" and choose your permit type.
  2. Enter the project address and scope of work.
  3. Upload your plans and required documents.
  4. Submit. You'll receive a confirmation email.

Document tips: upload clear, complete PDFs and name each file by what it is (for example, "Site Plan" or "Structural Calcs"). See the submission checklist for what each permit type requires.

5. WHAT HAPPENS NEXT? Status and timing:

After you submit, your application moves through several statuses in eTRAKit.  Common statuses:

  • Under Review - we're reviewing your application; uploads are paused during this time.
  • Plan Check Fees Due - pay your plan check fees so review can continue.
  • Pending Resubmittal - corrections are ready; view them in the portal and resubmit.
  • Approved with Conditions - approved with conditions; we'll email you directly.
  • Ready to Issue - pay your issuance fees; you'll be notified automatically.
  • Permit Issued - your permit is issued, and documents are available on the portal.
  • Declined - your application wasn't accepted; we'll email you directly.

Typical review time: standard plan checks are reviewed within 10 business days.  Larger commercial, mixed-use, or multifamily projects take 15 to 20 business days for the first review.

6. CORRECTIONS & RESUBMITTALS

If your permit comes back for corrections:

  • You'll see the status "Pending Resubmittal" and receive an email.
  • Open your permit in the portal to view the correction comments and any marked-up plans.
  • Upload your revised documents and resubmit through the portal.
