The Form 602 is used to authorize a lobbying firm to engage in lobbying activities as defined in California Government Code Section 82038.5 and 2 Cal. Code of Regs. Section 18238.5. 

The Form 635 is filed by lobbyist employers for each calendar quarter, regardless of whether the employer has made or incurred any payments during the quarter.
