General Plan Update

The City of Dana Point is in the process of updating various components of its General Plan. In 2022, the City Council adopted the 2021-2029 Housing Element and Public Safety Element. In 2023 the City initiated the Visioning Phase of the General Plan Update (GPU) with the goal to create awareness through a dedicated communications/public relations plan, education of the community regarding City planning, conducting community workshops, and data analysis that culminated in a list of key community concerns and issues.  In order to update the City’s General Plan, policies and actions were developed with the intent to implement the vision and policy framework. This phase included significant public engagement, education, and review of the documents, comments, edits, and finalization of the drafts for recommendations by the Planning Commission and final action by the City Council.

Following the Visioning Phase, the City initiated the Plan Development Phase of the GPU that involved the development of policies and actions that would implement the vision and policy framework, as well as conduct associated environmental review of proposed amendments. Based on the results of the General Plan Visioning effort completed in 2023 (Phase 1), the City decided to focus Phase 2 efforts on Land Use, Economic Development, and Circulation Elements. To support and guide the process, a General Plan Advisory Committee (GPAC) was formed to identify critical issues, consider ideas, review materials, make recommendations for decision makers, and provide a public forum for members of the public. Following the GPAC meetings, it was determined that Circulation, Economic Development, and Safety Elements would be updated.  Adoption of the updated elements is anticipated to be complete in 2025.
