How do I apply for a Sign Program Permit?
What is a Sign Program Permit?
A Sign Program Permit is a request to create a comprehensive
program to integrate signs with building and landscape design into a unified
architectural statement for a site. A Sign Program Permit may be used
to vary from the development standards for signs, but may not be used
to permit otherwise prohibited sign types or to exceed the maximum allowable
sign area for a site.
Approval Process
A Sign Program Permit must be approved by the Planning
Commission at a public hearing. In approving a Sign Program Permit, the
Planning Commission must determine that the Sign Program Permit will contribute
to a unified architectural statement for the site. A Sign Program Permit
is required for:
Any new or upgrading center with two (2) or
more tenants on a site;
Any new or upgrading single enterprise which
proposes two (2) or more signs on a site;
Any new multiple-unit residential project
which proposes two (2) or more signs on a project site; or
Any sign proposal deemed necessary by the
Director of Community Development and in the interest of the public
health, safety and general welfare.
A Sign Program Permit is not required for existing single-
or multi-tenant commercial establishments, unless initiated by the property
owner and/or tenants as a part of an overall aesthetic upgrading of the
building or center.

Application Process
Please complete a Planning
Application and provide all of the required materials. In Sign Program
Permit applications, you will be required to provide detailed sign plans
depicting the size, area, location, type, color, font and method of illumination
for the proposed signs. You will also need to provide sign criteria which
specify the technical requirements and review procedures for new signs.
Once you have submitted your application, you will be
assigned a planner. The planner will act as project manager and will guide
you and your project through the development review process. The planner
will review your application and circulate it to other City departments
or outside agencies which may have an interest in commenting on your proposal.
The planner will gather and coordinate these comments and respond to you
in writing within thirty (30) days, indicating whether or not your application
is "complete." A complete application is one for which your
planner and other departments and agencies have enough information to
make a thorough evaluation of the consistency of the proposal with the
applicable land use regulations, and the potential environmental impacts
of your proposal. If your application is deemed "incomplete,"
your planner will let you know exactly what additional information you
need to submit to complete the application. In addition, your planner
will identify any issues of concern (compatibility of use, aesthetics,
etc.) which may be raised in evaluating your proposal. Once your application
is deemed "complete," it will generally go to public hearing
within thirty (30) days.
Appeals Procedures
You (or another party) may appeal the denial (or approval)
of a Sign Program Permit by the Planning Commission to the City Council.
The fee for appeals of Sign Program Permits is $500.00. Please contact

decisions of the Planning Commission.
